I can't receive push notifications for some apps (hangouts, whatsapp, gmail,..apparently all the apps using Google Cloud Messaging to push their notifications). I'm having this problem when I'm connected to my home Wifi only; when I turn off the wifi and switch to mobile data, all the delayed notifications arrive all at once.

Feb 13, 2019 · In settings > apps & notifications > gmail > data usage > make sure "disabled wifi" is off if you're on a wifi connection. Not sure how I turned that on (or if I did) but that was my problem. EDIT: Yeah, so that was not the issue. My issue was the unfixed bug where Gmail keeps reverting my Exchange accounts to fetch at 30 min intervals.
